Cops in California then confirmed that they were keen to speak to JB about the incident after the pap filed a complaint against Justin, with police investigating the episode as a misdemeanour criminal battery case - with the 18-year old named as a suspect.
Spokesman Robert Wiard of the Malibu/Lost Hills sheriff's station stated: "Singer Justin Bieber and actress Selena Gomez were at The Commons at Calabasas shopping centre.
"As the victim attempted to take a picture of Mr. Bieber, Mr. Bieber and the victim were involved in a physical altercation,"
The 30-year old snapper, who remains unidentified, was then taken to hospital after complaining of chest pains, where he was treated and released.
TMZ has now reported that officials have decided to refer the case to LA prosecutors, which is usual in high-profile matters such as Bieber's.
Justin is yet to be quizzed by police over the incident as he is currently in Norway. If the Baby hitmaker is charged and found guilty of the alleged offence, he could face up to six months behind bars.
Bieber is thought to be in Norway kicking off a series of secret shows across Europe, after he hinted on Twitter: "ok. going to board. OFF TO EUROPE! PHASE 1 of operation secret concerts! lol. OSLO first stop. See u soon."
