Steve Edwards, Hyde Park manager, stated: "Woodchip is being laid on the concert site as part of plans to ensure concert-goers can be welcomed back as soon as possible.
"We are confident that the action being taken will enable Hard Rock Calling and the remainder of the summer concert series to go ahead as planned."
Waterman has since said it would have been "impossible" to go ahead with the event as planned, telling BBC Breakfast: "It's devastating. Not just for the acts who were excited, but the people from all over the world who wanted to come, from New Zealand and America.
"You feel for them, the fans, the 40,000 people, it's all gone. It's just too wet, it's impossible. When we planned this, we said July. We thought it might be damp but we certainly didn't think wed need Noah's Ark out there."
Waterman went on to state that he is hoping to reschedule the concert, but admitted he fears not everyone will be avaliable at the same time.
He said: "The problem is getting everyone together. There was this one night free in the Olympic programme, that's why it came about. We're trying to come out with logistics. We're offering everyone money back but can't say when we can reschedule.
"We're trying desperately and I'm hoping we can do something before Christmas. But it's down to schedules, Jason and Kylie are busy."
Donovan took to Twitter last night to speak of his disappointment after the show was scrapped, stating: "Everyone who was heading to Hyde Park tomorrow ..... What can I say .... we are all extremely disappointed.
"We appreciate that you all must be extremely frustrated but please bear in mind that this decision was not taken Lightly. Can't believe it .... Was really looking forward to celebrating the wonderful work of Mike Matt and Pete and all who made those songs. So special to a generation!"
The 44-year-old concluded: "Yesterday was a great rehearsal .... Band,Songs and even my voice was all sounding great Kylie and I were really looking forward too singing 'Especially For You' for the first time LIVE."
He then went on to add that he hopes to perform his iconic duet with Kylie soon, adding: "Well... you never know, I'm sure we'll get another chance !! Fingers crossed."
