According to TMZ, the 17-year old's tour manager was warned by police to keep the Biebster out of view of his avid fans after fears that if the Baby singer or his team waved at the girls outside, a riot could break out.

The website also claims police told Justin not to approach his balcony or windows to see his fans, or they will be forced to arrest him for "inciting a riot."
The Never Say Never star himself seemed taken back by the amount of fans that had descended outside his hotel, taking to Twitter to tweet a picture of the scene.

More than 500 fans are thought to have congregated outside the hotel, with reports claiming that Liverpool has not seen such hysteria since The Beatles.
